Water concession regulation
The head of the National Water Commission (CONAGUA), Efraín Morales López, reported that previously the system was marked by inequality, concentration of water resources, and corruption, with 145,000 pending paperwork procedures, databases with contradictory data, forged property titles, and concessions used for golf clubs or water parks.
Under the Fourth Transformation (4T), order was established:
Review of more than 480,000 property titles, in which 58,000 irregularities were detected.
Recovery of almost 4.48 million cubic meters of water (four times the annual consumption of Mexico City).
New National Registry, Single Digital Window, and citizen complaint website.
A 15% increase in revenue, an additional 2.94 billion pesos (US$159 million).
Reform bills will be sent to Congress to strengthen the State’s control over concessions, stop the black market for water with firm sanctions, and guarantee water as a human right, not a commodity.
“The priority is that water no longer be a commodity of private parties but a right guaranteed by the State,” President Sheinbaum emphasized.
Salinas Pliego’s Bail in the U.S.
The business magnate faces litigation in New York for fraud in the sale of a telecommunications company, in which he hid tax debts from investors. Ricardo Salinas Pliego also has disputes over tax obligations in Mexico.
The President was clear: “What he did is fraud… you have to pay what you owe.”
Principles of the 4T
Sheinbaum rejected the narrative of the professional media critics. The policy of “hugs, not bullets” was not abandoned; the National Security Strategy was strengthened with attention to root causes.
“If Mexico is doing well, it is thanks to the principles of the Transformation: don’t lie, don’t steal, and don’t betray the people,” she emphasized.
Support for Mexican Nationals in the U.S.
The President reiterated her rejection of illegal raids and confirmed that a diplomatic note was sent to Washington concerning the case of Silverio Villegas, a Mexican who was detained by ICE and died in custody. “Our compatriots are heroes and heroines; they will always have the backing of the Mexican State,” she said.
This week there will be a follow-up meeting on the Bicentennial Understanding, and consulates will be strengthened to guarantee greater protection and support for those living in the United States.
Screwworm
Measures were reinforced due to cattle infections in Nuevo León. There are no changes to the planned border opening with the United States in November. Minister of Agriculture and Rural Development Secretary Julio Berdegué will provide further details in the next few days.

In the Morning Press Conference, false information was debunked about the elimination of the amparo/injunction protections and the fight against fuel smuggling:
❌ It is not true that the reform weakens or eliminates amparos/injunctions.
❌ It is not true that the reform makes amparos inadmissible in the case of accounts frozen by the Financial Intelligence Unit (UIF).
❌ It is not true that the Fourth Transformation “allowed” fuel smuggling to grow.
❌ It is not true that the former Minister of the Navy is suspected of being a partner in organized crime.
❌ It is not true that the gas tanker that exploded in Iztapalapa “was not speeding.”
