Mexico City, November 11, 2025.- Mexican President Claudia Sheinbaum highlighted a 37 percent decrease in the daily average number of intentional homicides from September 2024 to October 2025, dropping from an average of 86.9 victims daily to 54.5. This translates into 32 fewer intentional homicides per day.
“From September 2024 to October 2025 – the other figures are for full years, in this case it’s from our taking office on October 1 to October 2025 – there has been a 37 percent reduction. What does the strategy consist of? The strategy has two pillars: the first, addressing the root causes. We will never renounce this, because it is our essence. Attending to youth, with education, culture, sports, and the government reaching many municipalities where it had not been before, house by house, with all the services of the Mexican Government, the Well-Being programs, individualized attention for families. Addressing the root causes, plus all the well-being programs and all our humanist policies,” President Sheinbaum explained.
“And the other side, zero impunity, 37,000 generators of violence have been detained in these 13 months, throughout the country. How has this been achieved? By strengthening the Intelligence, Investigation, and Coordination Strategy. It’s both, we have always presented it this way, and particularly four key pillars: Addressing the Root Causes; Consolidation of the National Guard, the National Intelligence and Investigation System, which allows for arrests within the law and our legal framework, and Coordination. A 37 percent reduction in intentional homicides from September 2024 to October 2025; 32 fewer homicides daily,” Sheinbaum explained during the morning press conference known as La Mañanera.
The President emphasized that from 2006, the last year of Vicente Fox’s administration, to 2012, the last year of Felipe Calderón government, intentional homicides increased by 148 percent, as a result of the so-called “war on drugs.” Similarly, from Calderón’s last year in office to Enrique Peña Nieto’s last year, they increased 42 percent. In contrast, from Peña’s last year to the last year of former President Andrés Manuel López Obrador in 2024, the reduction in this crime was 9 percent. And up to October 31, 2025, the decrease was 28 percent. Therefore, she pointed out, with the Fourth Transformation, the strategy changed and is yielding results.
The head of the Executive Secretariat of the National Public Security System, Marcela Figueroa Franco, reported that the average daily number of intentional homicides per year at the national level also declined, by 34 percent between 2018 and the first 10 months of 2025, decreasing from 100.5 to 66.1.
Figueroa reported that from January to October 2025, seven states accounted for 51 percent of the total number of cases of intentional homicides: Guanajuato, 11.1 percent; Chihuahua, 7.6 percent; Baja California, 7.3 percent; Sinaloa, 7.1 percent; State of Mexico, 6.6 percent; Guerrero, 5.7 percent; and Michoacán with 5.6 percent. She stated that, comparing January to October 2024 with the same period in 2025, 26 states posted a decrease in their daily average number of homicides. Chief among them, when compared to February 2025, were Guanajuato with a 63 percent reduction and Tabasco with 51 percent. Compared to September 2024 numbers, Baja California registered a 45 percent reduction; the State of Mexico, 42 percent; Jalisco, 48 percent; and Nuevo León, 75 percent. She added that the daily average number of high-impact crimes at the national level posted a 46 percent compared to 2018.
Minister of Security and Citizen Protection Omar García Harfuch reported that from October 1, 2024 to October 31, 2025, some 37,012 suspects have been arrested for high-impact crimes, and 18,981 firearms have been seized, nearly 300 tons of drugs have been confiscated, including four million fentanyl pills, and 1,614 clandestine laboratories and storage facilities have been neutralized and dismantled.
García Harfuch reported that, as part of the National Strategy against Extortion, since July 6, some 478 extortionists have been arrested, and 83,831 calls have been received on the 089 emergency hot line, in which 62,716 corresponded to attempted extortions; 12,433 were for filing complaints, and 8,682 denounced successful extortions that were referred to the Federal Attorney General’s Office (FGR), resulting in 2,929 investigation case files being opened.
Minister of the Interior Rosa Icela Rodríguez Velázquez reported that as part of the Addressing Root Causes pillar, 4,437,714 services have been provided to 2,871,000 people. From October 6 to 12, some 103 addiction prevention workshops were held with the participation of 32,104 parents, students, and teachers. Meanwhile, from October 13 to 19, some 14,033 young people participated in the creation of 107 murals. Furthermore, from October 20th to 26, some 54 Civic Services and Paperwork Procedures Fairs were held, benefiting 18,500 people; from October 27 to November 9, some 77,198 people participated in 179 activities focused on rescuing traditions. In addition, 19,311 sports activities were organized with “Ponte Pila” involving 1.5 million participants, and 79 sports competitions were held with 77,000 athletes.
To date, 6,323 Peace Campaign Days have been held with the participation of over 1,938,000 people; 224,500 homes have been visited; 379 Peace Fairs have been organized and 369 Peace Committees have been established; 61 Councils for Peace and Civic Justice have been installed. And with the “Yes to Disarmament, Yes to Peace” program, from October 1, 2024, to date, 8,547 firearms have been voluntarily exchanged, corresponding to 2,466 rifles and 5,031 handguns, as well as 1,050 grenades. In addition, 6,352 war-toys have been exchanged for educational toys.
