The average number of intentional homicide victims decreased from 86.9 per day in September 2024 to 54.7 in November 2025, which translates into 32 fewer homicides per day.
From October 2024 to November 2025, some 38,773 suspects have been arrested for high-impact crimes; 20,169 firearms have been seized; 311 tons of drugs have been confiscated; and 1,760 clandestine laboratories have been dismantled.
Mexico City, December 9, 2025.— Mexican President Claudia Sheinbaum Pardo reported that thanks to the implementation of the National Security Strategy, the daily average number of intentional homicides fell by 37% from September 2024 to November 2025, dropping from an average of 86.9 victims per day to 54.7. This translates into 32 fewer homicides per day and makes November 2025 the lowest month of November for this crime since 2015.
“The decrease in the number of daily homicides from September 2024 to November 2025 was 37%. That means that in September there were 86.9 daily homicides and now we are at an average of 54.7 intentional homicides per day—a 37% reduction. It is the lowest November for this crime since 2015, and probably even earlier. Homicides were among other crimes that have also posted decreases.
“The homicide results we’ve achieved over these months are very important,” she emphasized during the morning press conference known as “the People’s Mañanera”.
Sheinbaum also noted a reduction in extortion thanks to the implementation of the National Strategy Against Extortion. She reported that on Thursday there will be a meeting with all governors so that the General Law on Extortion is approved in all of the country’s states and the crime can be reduced thanks to coordinated efforts.
Marcela Figueroa Franco, head of the Executive Secretariat of the National Public Security System, reported that in the last 14 months there has been a sustained downward trend in intentional homicides. The annual daily average decreased 35% compared to 2018, from 100.5 to 65.1, positioning 2025 as the year with the fewest homicides.
She reported that from January 2025 to October 2025, seven states accounted for 51% of all intentional homicides: Guanajuato, 11%; Chihuahua, 7.6%; Baja California, 7.3%; Sinaloa, 7.1%; — State of Mexico, 6.5%; Guerrero, 5.7%, and Michoacán, 5.5%.
Figueroa noted that comparing January–November 2024 with the same period in 2025, 26 states reduced their daily average for this crime. Since February 2025, Guanajuato posted a 58% decrease; since September 2024, Baja California saw its intention homicide numbers decline 44%, the State of Mexico, 52%; and Nuevo León, 67%. Since November 2024, Tabasco’s numbers were down 60%; and since June 2025, Sinaloa’s intention homicides have decreased 47%.
She also explained that there is a downward trend in the daily average of high-impact crimes, with a 47% reduction compared to 2018—the lowest level in the last eight years. Month-to-month, this represents a 25% decline.
Minister of Security and Citizen Protection Omar GarcĂa Harfuch reported that from October 1, 2024, to November 30, 2025, some 38,773 suspects have been arrested for high-impact crimes, and 20,169 firearms and 311 tons of drugs—including more than 4 million fentanyl pills—have been confiscated. In addition, 1,760 clandestine laboratories and processing sites have been dismantled. As part of reinforcing efforts in Michoacán, from October 1, 2024, to November 30, 2025, in coordination with the state government, 972 suspects have been arrested, 945 firearms and 23.1 tons of drugs seized, and 17 laboratories shut down.
As part of the National Strategy Against Extortion, from July 6 to November 30, some 615 suspected extortionists were arrested in 22 states, and 102,857 calls were received through the 089 hotline: 77,428 (75%) were for attempted extortion; 14,575 (14%) were formal complaints; and 10,854 (11%) involved completed extortions, which were forwarded to the Federal Attorney General’s Office (FGR), resulting in 3,684 investigation files. In addition, 12 penitentiaries were identified as responsible for 56% of cell phones used for extortions and of these, 33% have already been blocked. By the first quarter of 2026, phones used in extortion attempts in all 14 federal penitentiaries and the 13 prisons in Mexico City will be fully blocked.
Minister of the Interior Rosa Icela RodrĂguez Velázquez reported that as part of the “Addressing Root Causes” pillar in the anti-crime strategy, in one year, almost 3.07 million people were attended to in 15 states and 77 municipalities, with the campaign providing 4,689,150 services; 404 Peace Fairs were held; 338 Peace Committees were formed; 32 state-level and 266 regional Round Tables for Peace were established; 306 public spaces were recovered; and 6,855 Peace Day campaigns were carried out with the participation of 2.11 million people. In addition, 64 Young Entrepreneurs Fairs were held with 19,104 youth in attendance. Through the “Well-Being Open Air Markets,” almost 1.96 million essential goods were delivered, benefiting more than 61,000 families in Guerrero, Oaxaca, and Michoacán.
Through the “Yes to Disarmament, Yes to Peace” program, from October 1 to date, 8,700 firearms have been voluntarily surrendered, which includes 2,519 rifles, 5,099 handguns, and 1,093 grenades. In addition, 7,296 war toys have been exchanged for educational toys.
