Mexican President Claudia Sheinbaum Pardo announced on Tuesday that her administration will inaugurate 31 new hospitals and 12 healthcare centers between October 1, 2024, and December 31, 2025. The initiative is part of a national strategy to expand hospital capacity and improve access to medical care throughout the country.
During her morning press conference, Sheinbaum emphasized that the investment will strengthen healthcare coverage provided by the Mexican Social Security Institute (IMSS), Institute for Social Security and Services for State Workers (ISSSTE), and IMSS-Bienestar — a public institution created to provide free medical care, medicines, and supplies to those without social security. Sheinbaum described the effort as a top priority for her administration in addressing the healthcare needs of millions of Mexicans.
“This is a very important investment to increase the number of hospital beds and healthcare centers throughout the country,” she said.
The President also reported that construction has already begun on an additional 20 hospitals, set to open in 2026 or early 2027. In total, the government plans to deliver 51 new hospital facilities by the end of the administration.
Sheinbaum noted that approximately $2.66 billion USD (50 billion pesos) will be allocated in the budget for the first 31 hospitals, with an additional $2.13 billion USD (40 billion pesos) for the 20 hospitals currently under construction. In addition, inactive operating rooms are being renovated and re-equipped with an investment of $133.1 million USD (2.5 billion pesos).
By December 2025, some 260 operating rooms previously out of service will be fully functional, thanks to the purchase of new medical equipment and the hiring of specialized personnel.
During the press conference, Eduardo Clark García Dobarganes, Deputy Minister for Integration and Development of the Health Sector, reported that since October 1, 2024, some 13 hospitals and 9 family clinics have already opened. An additional 18 hospitals and 3 clinics are scheduled to open by the end of 2025.
He also noted that the 20 hospitals under initial construction will each have more than 260 beds and be located in historically underserved areas, many of them designed for high-specialty care.
The operating rooms being rehabilitated will be distributed across Mexico’s three main public healthcare institutions:
• 99 in IMSS-Bienestar
• 77 in IMSS
• 80 in ISSSTE
This initiative is part of a broader strategy to guarantee the right to health, close gaps in medical access, and improve healthcare infrastructure in areas with high demand and limited coverage.
