Mexico Sets New Tourism Record With 88.1 Million Visitors in First 11 Months of 2025

Mexico recorded a historic surge in international travel during the first 11 months of 2025, welcoming 88.1 million visitors, a 13.8 percent increase compared to the same period in 2024, according to the country’s Tourism Minister Josefina Rodríguez Zamora.

“The figures point to an unprecedented year for tourism in Mexico, not only because of their scale, but because of the consistency they have shown throughout the year,” Rodríguez Zamora said.

Based on data from Mexico’s National Institute of Statistics and Geography (INEGI), international visitors generated $31.22 USD billion in revenue between January and November 2025, a 6.7 percent increase year over year.

The tourism chief noted that 8.79 million visitors entered the country in November alone, a 15.6 percent rise compared to November 2024. Tourism-related spending during that month totaled $3.0 USD billion, up 9 percent from a year earlier.

Rodríguez Zamora added that Mexico received 42.6 million international tourists during the first 11 months of the year, an increase of 5.8 percent compared with the same period in 2024. Average spending by air travelers reached $1,229.40 USD per visitor, a 5.9 percent increase year over year and a 22.1 percent rise compared with pre-pandemic levels in 2019.

Cruise tourism also posted strong gains. Mexican ports welcomed 10.1 million cruise passengers from January to November, a 12.3 percent increase compared with 2024 and 25.5 percent above 2019 levels. Revenue from cruise visitors reached $847.9 USD million, up 13.5 percent year over year and 53.8 percent above 2019 levels.

Rodríguez Zamora said the results align with the tourism strategy promoted by President Claudia Sheinbaum Pardo, which prioritizes inclusive growth.

“We will continue promoting a tourism model that generates shared prosperity and real value in local communities, benefiting businesses and workers across the sector,” she said.
