SUMMARY

Michoacán Plan for Peace and Justice

The Mexican government presented a plan affirming that security cannot be imposed through war or militarization. President Claudia Sheinbaum reiterated that a militarization strategy will never be applied and that all actions will be oriented by humanism, based on intelligence, coordination, and respect for the people. This week, the government will consult communities and local sectors to strengthen the plan, which is organized around three main pillars:

• Security and Justice: Federal coordination with local authorities and strengthening of the Public Prosecutor’s Office.

• Economic Development with Justice: Fair wages, social security and healthcare for day laborers, infrastructure, and “Well-being Hubs.”

• Education and Culture for Peace: Support for victims, Peace Schools, scholarships/stipends, and community centers.

“Peace is built with the people, from the ground up.”

HPV Vaccination Campaign 2025

The Ministry of Health launched the 2025 HPV vaccination campaign, reporting that since 2024, over 2 million vaccines have been administered to girls in 5th grade and those who are 11-years old. For the first time, boys of the same age will also be included. The goal is to apply 2.5 million doses of the nonavalent vaccine, which offers the highest level of protection.

In addition, vaccines will be provided to people aged 11 to 49 living with HIV, and to adolescents who are survivors of sexual violence. So far, 96,548 doses have been administered.

Healthcare System Progress: ISSSTE, IMSS, and IMSS-Bienestar

Three major actions were announced to strengthen healthcare around the country. ISSSTE inaugurated a Family Medicine Unit in Nochixtlán and work is progressing on the Oaxaca Regional Hospital. IMSS is assessing the health of over 6 million schoolchildren, and 374,000 have had their checkups and can receive free eyeglasses. In addition, repatriated Mexicans will receive free social security/healthcare coverage for three months. IMSS-Bienestar guarantees pharmaceutical supply in 8,394 clinics, with 77 million doses distributed.

Mexico Defends the Right to Asylum

President Sheinbaum affirmed that there is no commercial rupture with Peru. The Mexican government explained that asylum was granted in accordance with the Constitution and international law, which recognizes that only the country granting asylum can determine whether political persecution exists. Mexico noted that asylum is not a hostile act, and consular relations will continue operating to serve both Mexican and Peruvian citizens.

Meeting with U.S. Secretary of Agriculture Brooke Rollins

There is still no date for reopening Mexico’s northern border, closed to the cattle trade due to the screwworm risk, but the United States acknowledged Mexico’s progress in eradicating the plague. The sterile fly production plant is 30% complete and expected to be ready by mid-2026, though both countries hope to reopen the border earlier, based on technical criteria and avoiding abrupt closures.

U.S. Military Intervention in Mexico: “It’s Not Going to Happen”

The President denied rumors that Donald Trump is preparing the deployment of U.S. troops to combat organized crime in Mexico, stating emphatically that “it’s not going to happen.” Sheinbaum reaffirmed that no foreign forces will be allowed to enter Mexico, noting that there is only an understanding with Washington for cooperation in coordination and intelligence, always with absolute respect for national sovereignty.
