SUMMARY

Remembering the Earthquake Victims

President Claudia Sheinbaum sent a message of solidarity to all those who lost a family member in the 1985 and 2017 earthquakes, both of which occurred on September 19. She reiterated that today, September 19 at 12:00 noon, the National Civil Defense Drill 2025 will be conducted.

Results of the Grand Special Lottery

Olivia Salomón, head of the National Lottery, reported that the Grand Special Lottery No. 303 “Mexico, with M of Migrant,” held on September 15, had a prize pool exceeding 424 million pesos (US$23.05 million).

• The grand prize was 255 million pesos (US$13.86 million), divided into ten prizes of 25 million pesos (US$1.36 million) each.

• Lottery ticket sales reached 338.5 million pesos (US$18.40 million).

• The profit generated was 115.9 million (US$6.30 million).

Use of the Funds Obtained

Minister of Foreign Relations Juan Ramón de la Fuente explained how the funds from the lottery will be earmarked:

• Support in legal representation and orientation in migration and criminal matters.

• Strengthening defense capacities at locations with high demand for protection, with specialized community personnel.

• Assistance in emergencies resulting from natural disasters and support for those affected by floods, fires, or hurricanes.

Judicial Reform and Harmonization of Laws

Ernestina Godoy, legal advisor to the Presidency, presented a report on the harmonization of secondary laws, which further define the main legislation, derived from the judicial reform:

• Procedural deadlines: in tax matters, a maximum of 6 months; in criminal matters, 4 months for crimes with penalties less than 2 years and up to 1 year if the penalty is greater.

• Amparo trial: the Constitution will not be amended, but the scope of the amparo injunction is clarified so it continues to be a mechanism for defending citizens, not a protective shield for those seeking to evade justice.

Government policy coordinator Arturo Zaldívar added that the goal is a more agile, effective, technological, and digital injunction mechanism.

TV Azteca Case

The President warned that TV Azteca must meet its debts, both with the tax authorities and with U.S. businesses. She stressed that the government will not protect any company that fails to make payments, as there is no legal basis to do so.

Relationship with Canada

Sheinbaum reported that Canadian Prime Minister Mark Carney showed great interest in preserving the USMCA and strengthening bilateral relations with Mexico.

Misuse of Amparo in the López Beltrán Case

Presidential government policy coordinator Arturo Zaldívar explained that an amparo can only be filed on behalf of another person when they are incommunicado. He pointed out that in the cases of amparos filed on behalf of Andrés and Gonzalo López Beltrán, there was abusive use of this procedure for political purposes.

Case of Deputy Hilda Brown

The President clarified that there is no evidence linking Congressional Deputy Hilda Brown to the Sinaloa Cartel. She indicated that if the United States provides evidence, the corresponding investigation would be opened.
