‘It will not be a matter of conflict; To the extent water is available, Mexico has been complying’: President Claudia Sheinbaum to Donald Trump

President Claudia Sheinbaum Pardo stated that “to the extent water is available, Mexico has been complying” concerning the shipment of water to Texas as stated in the 1944 Water Treaty, affirming this will not be an issue of conflict.

She wrote this in a message on her account on X (formerly Twitter) after US President Donald Trump threatened Mexico with tariffs and sanctions if it continued, according to him, to violate the 1944 Water Treaty.

In response, the Mexican president assured that she has sent the US government a comprehensive proposal to address the shipment of water to Texas within the framework of the aforementioned agreement.

Trump asserted on Truth Social that Mexico owes Texas 1.3 million acre-feet of water which “is greatly harming farmers” in that state.

However, Claudia Sheinbaum replied that Mexico has been complying, to the extent possible, with the water treaty despite three years of drought.

In her morning conference this Friday, President Sheinbaum explained that the treaty is a joint one and does not consider that it should be renegotiated, since it establishes that both nations must supply water in the same measure as the flow of the Rio Grande and the Colorado River.

“I don’t think it should be negotiated, it’s a fair treaty. It’s a treaty that establishes that the United States delivers water through the Colorado River and Mexico delivers water through the Bravo, it’s a fair treaty; in fact, the United States delivers more than we do because that’s the amount of water in each place, it’s nothing more than that, technically established,” she said.

The president emphasized that the IBWC (International Boundary and Water Commission), the institution dedicated to reviewing this treaty and ensuring that it is complied with, is looking for technical proposals to make it fully effective. However, there is less water in the Rio Grande due to almost four years of drought, so working groups are already being set up.

Finally, she explained that he expects a reasonable agreement to be reached and that “it will not be a matter of conflict” between the two nations.
